Meet The Board Members

Elizabeth Benoit​
​
Elizabeth Benoit is a federal public service leader and the Founder and CEO of HERSTORY Foundation. A driving force for equity and inclusion, she created the National Black Employee Network at the Canada Revenue Agency and serves as an ambassador on its Employment Equity, Diversity, and Inclusion Committee. She previously chaired the national EEDI Committee at the Office of the Auditor General of Canada, where she also launched a resource group for Black and racialized employees.

Elizabeth holds a degree in Labour Relations and Human Resources, as well as a three year diploma in Business Administration from La Cité Collégiale in Ottawa. She is currently pursuing legal studies to strengthen her advocacy and expand her impact.

In addition to her public leadership, Elizabeth is an emerging creative producer committed to storytelling that reflects truth, beauty, and power.
Her work uplifts overlooked voices and reimagines who leads, creates, and shapes culture in Canada. Josué Noël​
​
Josué Noël is a strategic leader and community builder who brings expertise in human resources, data analysis, and project management to the HERSTORY Foundation Board. He currently works at the Office of the Auditor General of Canada, where he strengthens organizational performance, reporting, and internal accountability.
​
He holds a master’s degree in Entrepreneurship and Innovation and excels at turning complex data into actionable strategies. His work spans both public and private sectors, where he has helped organizations modernize systems, improve efficiency, and adopt innovative solutions.
​
As an HR Reports Specialist, Josué produces strategic reports, performance analysis, and executive briefings that support high level decision making. He works closely with project leaders to ensure accuracy, alignment, and service excellence.
Previously, he designed and implemented project management systems using Microsoft Project, improved cross team communication, and optimized internal planning processes. His earlier work in human resources included leading a full digital transformation of recruitment and onboarding, reducing paper use entirely and increasing operational efficiency.

Junior Sanstime​
​
Junior is a public service professional dedicated to strengthening transparency, governance, and strategic reporting within Canadian institutions. He currently serves as Manager of Report Production at the Office of the Auditor General of Canada, where he oversees the coordination, review, and delivery of major parliamentary reports.
Since joining the Office, he has advanced quickly from Requests Officer to Report Production Coordinator before stepping into management.

Junior’s experience also includes a key role at the Conseil des écoles publiques de l’Est de l’Ontario, where he contributed to the development of the 2020 to 2025 strategic plan. He analyzed more than six thousand consultation responses, produced several reports, and provided recommendations that shaped long term educational governance.

Before arriving in Canada, Junior worked in Côte d’Ivoire as an administrative assistant with the Congolese Cultural Center. There, he led
cultural and communications projects, coordinated partnerships, and supported the implementation of Congolese Cultural Week, strengthening his leadership and intercultural collaboration skills. Junior earned an Honours Bachelor of Public Administration from the University of Ottawa, graduating summa cum laude with a 9.1 out of 10 average. He received multiple academic awards and was repeatedly named to the Dean’s Honour List. He is currently pursuing a Master of Public Administration at the University of Ottawa, deepening his expertise in policy analysis, public sector management, and evidence based decision making. Guided by rigor, service, and integrity, Junior brings a strong commitment to public leadership and institutional excellence to the HERSTORY Foundation Board.
